Veranda at San Marco (Units 3 and 4A), AP-24-0070 (DR)
Project Description: This is a public hearing on a request for Design Review approval of plans to construct 13, detached, single-family dwellings and site improvements in two existing subdivisions located at or near 1901, 1902, 1905, 1906, 1909, 1910, 1913, 1914, 1917, 1918, and 1922 Rosa Blanca Drive, in the PD-1362 (Planned Development, Ordinance No. 12-1362) District. Assessor’s Parcel Nos. 091-120-065, 091-110-009, -010, -011, -012, -013, -014, -015, -016, -017, -048, -047, -050.
Environmental Determination: The original project was within the scope of the previously approved Supplemental Environmental Impact Report (“SEIR,” State Clearinghouse #1991073029) prepared for the San Marco Subdivision No. 7362 certified by the Planning Commission on October 13, 1992. The project was in substantial conformance with the single-family residential units analyzed in the SEIR for “Villages G and H.” Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162, there are no substantial changes that have occurred with respect to the circumstances under which the SEIR was certified, and no new significant environmental effects, nor a substantial increase in the severity of previously identified significant effects which could require revisions to the SEIR for the San Marco Subdivision.

‘Mono-Eucalyptus’ Telecommunications Facility on an existing AT&T Unmanned Telecommunication Facility (facility expansion), AP-24-0026 (DR, VA)
Project Description: This is a public hearing of an application filed by Jared Kearsley of 51 Wireless, requesting Design Review approval for installation of a new, 40-foot-tall ‘Mono-Eucalyptus’ Telecommunications Facility on an existing AT&T Unmanned Telecommunication Facility (facility expansion) located on APN: 094-030-004 along Delta Vista Lane, Pittsburg, CA 94565. A request for approval a Variance application is included in the proposed project to exceed the maximum allowable height in the RS-6 Zoning District from 28’ to 40’. The site is located within the ‘Single-Family Residential, 6,000 Square-Foot Minimum Lot Size” (RS-6) Zoning District and has a General Plan land use designation of ‘Low Density Residential.’ Assessor’s Parcel No. 094-030-004.
Environmental Determination: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15332.

City-Initiated Zoning Map Amendments, AP-24-0080 (RZ)
This is a public hearing on a city-initiated request for approval of five Zoning Map Amendments to implement new land use designations consistent with the 2040 General Plan Land Use Map, as required by Government Code Section 65860. The Pittsburg City Council adopted the 2040 General Plan and certified the Final Environmental Impact Report on May 6, 2024, under Resolution Nos. 24-14463 and 24-14464.
The City is proposing this initial set of Zoning Map Amendments while preparing a larger, comprehensive update to the Zoning Ordinance. The comprehensive update will include additional consistency amendments to fully implement the 2040 General Plan land use designations, policies and implementation actions.
The proposed Zoning Map Amendments do not indicate a decision by the City to approve or disapprove any specific development project. All pending and future projects located on proposed rezone sites will be required to process individual development applications with the Department of Community and Economic Development and undergo environmental review consistent with the California Environmental Quality Act (CEQA).

Environmental Determination: A Final Environmental Impact Report (FEIR) was prepared and certified in accordance with CEQA to evaluate the environmental impacts of approval and implementation of the 2040 General Plan. On May 6, 2024, the Pittsburg City Council certified the FEIR in Resolution Nos. 24-14463 and 24-14464, making the required findings under CEQA (State Clearinghouse No. 2022040427). An Addendum to the certified FEIR has been prepared in accordance with CEQA Guidelines Section 15164 to address the proposed City-Initiated Zoning Map Amendments. The Addendum must be considered by the Planning Commission for Planning Application No. AP-24-0080 (RZ).
