Our costs of service

Your City Council evaluates Pittsburg’s water rates annually, however rates have been stable since 2017. During this time, an external study investigates any changes in how much it costs Pittsburg Water to operate. Costs include fees Pittsburg Water pays for raw water from Contra Costa Water District, the energy needed to treat and pump water to our customers, water quality testing, infrastructure maintenance and water treatment staff, among other things. Based on this data, rate adjustments are reviewed by the City Council with public input.

In recent years, Pittsburg Water was required to pay more for the water it draws from the Contra Costa Canal, and for the power needed for water treatment and delivery, and to meet new regulatory requirements. These external changes could result in a rate adjustment recommendation for our City Council to consider.

Pittsburg Water’s rates: A closer look

We can only charge customers what it costs to deliver water services to their property, and no more. There are two parts that make up our monthly water bills: water usage rates and fixed meter charges.

WaterUsageThis charge can vary from month to month depending on how much water you actually use during a billing cycle.

  • ADJUSTABLE. You can manage your bill by changing your monthly water usage.
  • ACCURATE. You only pay for the water that you use.

FixedMeter

This charge is a constant cost based on the size of the waterline entering your property and any additional costs associated with delivering water to you (energy, pumping, etc.).

  • PROPERTY-BASED. You are not paying for costs unrelated to your specific property.
  • MAINTENANCE. Important maintenance and infrastructure activities are included.
