In 2001, the City completed a comprehensive update of Pittsburg’s General Plan, setting forth a policy framework to guide the City’s long-term growth and development based on the community’s shared goals and aspirations for the year 2020. The City is updating the document so it can continue providing critical guidance through the year 2040.
2040 Adoption Draft General Plan (April 2024)
The 2040 Adoption Draft General Plan for the City presents a vision for the city and a strategy to make that vision a reality. The Plan is the result of hundreds of hours of public meetings and the collective efforts of residents, interested parties, business owners, and individuals from throughout the City who have articulated their hopes and expectations for the City’s future.
When a General Plan is written or amended, State law requires that the planning agency provide opportunities for public involvement through public hearings or other methods. Since public input is vital to the successful implementation of the 2040 General Plan, the city made a considerable effort to involve the public throughout the process.
On April 23, 2024, the Planning Commission hosted a Public Hearing to receive oral and written comments and review the 2040 Adoption Draft General Plan. At this hearing the Planning Commission recommended the City Council adopt the 2040 General Plan.
On May 6, 2024, the City Council will hold a Public Hearing to adopt a resolution and approve the Comprehensive Update of the City’s General Plan, Envision Pittsburg: 2040 General Plan - "April 2024 Adoption Draft" and Consideration and Certification of the Final Environmental Impact Report (AP-24-0001 GP, ER)

NOTICE OF AVAILABILITY FINAL ENVIRONMENTAL IMPACT REPORT
The City of Pittsburg serves as Lead Agency for the 2040 Pittsburg General Plan (Plan) and the programmatic Environmental Impact Report (EIR) for the 2040 Pittsburg General Plan. The purpose of this notice is to serve as a Notice of Availability (NOA) of the Final Environmental Impact Report (FEIR) pursuant to the State CEQA Guidelines.
The proposed project is a long-term General Plan consisting of policies that will guide future development activities and City actions. No specific development projects are proposed as part of the Plan. Consistent with the requirements of Section 15087 and 15105 of the CEQA Guidelines the Draft Environmental Impact Report (DEIR) was submitted to the State Clearinghouse, Office of Planning and Research and was circulated for public review commencing on December 12, 2023, and ending on February 9, 2024, for a 60-day period.
Any new information provided in the Final EIR does not constitute “significant new information” that would require additional Draft EIR recirculation under CEQA Guidelines Section 15088.5.
