The City of Pittsburg is certified by the California Department of Resources, Recycling and Recovery (CalRecycle) as the Local Enforcement Agency (LEA). The LEA is responsible for ensuring that all solid waste disposal facilities follow state and local regulations by conducting monthly, quarterly and yearly inspections.  Solid waste facilities are facilities that accept disposal of solid waste or process recyclable materials from residential, commercial, and industrial.

The LEA program activities include:

  • Permit and inspect landfills, transfer stations, composting facilities, and refuse collection vehicles and yards.
  • Investigate complaints and mitigate problems associated with illegal dumping, disposal, or storage of solid waste.
  • Review and comment on design plans and environmental documents.
  • Educate individuals and business entities on the proper methods for handling and disposing of solid waste.
